Walsh | Rook Advisory was built around a gap we consistently see in public safety consulting: firms often understand either risk methodology or the realities of policing—but rarely both.
Our approach combines Big Four risk, governance, and advisory experience with more than 20 years of law enforcement leadership, operational management, and executive decision-making. That gives us a perspective that reaches beyond policy review, benchmarking, or data analysis alone.
We understand how to assess an organization systematically—its structure, controls, policies, people, decision-making, and exposure—but we also understand what happens when those systems are tested at 2:00 a.m., during a critical deployment, under staffing pressure, or when a chief has to defend a decision to elected officials, attorneys, the media, and the community.

Samantha Walsh brings a risk-management perspective shaped by experience with KPMG and RSM, where she worked within complex environments requiring disciplined analysis, governance, internal controls, and organizational risk assessment.
Her experience extends well beyond traditional consulting. As a co-founder and executive of Hurricane Creek K9, Samantha has applied enterprise risk principles inside a working public-safety organization—helping build programs, manage government relationships, evaluate operational exposure, and turn analysis into solutions that function in practice.
At Walsh | Rook, Samantha leads engagements involving organizational risk, operational assessment, governance, process improvement, liability reduction, and strategic planning. Her approach combines the rigor expected from major professional-services firms with an understanding that recommendations must ultimately work for the people responsible for implementing them.

MATTHEW ROOK
Senior Consultant & Co-Founder
Matthew Rook brings 23 years of law enforcement experience, including 17 years in command positions and four years as a Chief of Police. His career has spanned frontline operations, specialty-unit leadership, supervision, policy development, personnel management, organizational oversight, and executive decision-making.
Matthew’s career has been defined by leadership. His command experience has given him a deep understanding of organizational structure, supervision, operational accountability, personnel management, policy, and the demands placed on public safety executives. As Co-Founder and COO of Hurricane Creek K9, a nationally recognized working K9 organization, he has continued to apply that experience while working with public safety agencies across all levels of government—from local and state law enforcement to federal and military partners.
That combination of command-level public safety experience and private-sector leadership gives Matthew a practical understanding of how agencies operate, how organizational risk develops, and how leadership decisions influence performance, liability, culture, and long-term organizational strength.
At Walsh | Rook, Matthew focuses on organizational and operational assessment, public safety management, use-of-force and liability reduction, K9 and specialty-unit oversight, policy and procedure review, executive advisory, and leadership strategy.
